PERSIAN GULF (March 26, 2009) The Royal Navy frigate HMS Richardson (F 239) patrols the waters surrounding the Al Basra Oil Terminal off the coast of Iraq while merchant vessels wait to take on oil. The revised operational plan sets the foundation for a smooth and seamless transition of wartime operational control responsibilities from U.s. 7th Fleet to Commander, Republic of Korea Fleet Command by April, 2012.
